Egypt Approves Oil and Gas Agreements Including Perenco’s North Sinai Project

Egypt’s parliament has approved four new oil and gas exploration and development agreements, including a strategic North Sinai project involving Franco-British independent energy producer Perenco, as the country intensifies efforts to boost domestic energy production and reduce its growing reliance on imported liquefied natural gas (LNG). According to Reuters and MarketScreener, the approved agreements cover exploration and production activities across North Sinai, the Nile Delta, the Mediterranean, and Egypt’s Eastern Desert, reflecting Cairo’s renewed focus on expanding upstream investment amid rising domestic demand and tighter global energy markets.

One of the agreements authorises the Egyptian Natural Gas Holding Company (EGAS) and Perenco North Sinai Petroleum Inc. to explore the Al-Fayrouz onshore block in North Sinai. Perenco, through its Egyptian subsidiary, has operated the North Sinai concession since 2014, and the Al-Fayrouz licence was awarded during EGAS’s 2024 international bid round. The company plans to undertake a 3D seismic survey and drill an exploratory well as part of the initial phase of the project.

The approvals come as Egypt seeks to reverse declining natural gas production while meeting growing electricity demand and reducing pressure on its energy import bill. The government has recently pursued several initiatives to attract upstream investment, including new exploration licences, revised fiscal incentives, and long-term LNG supply negotiations with international energy companies. Officials believe expanding domestic production will strengthen energy security and support industrial growth over the medium term.

For Egypt, the latest agreements reinforce its commitment to revitalising the oil and gas sector despite challenging market conditions. Analysts say accelerating exploration across key producing basins could improve domestic supply, reduce dependence on imported LNG, and strengthen Egypt’s ambition to remain a leading energy hub linking Africa, the Middle East, and Europe while supporting long-term economic growth.
