US Special Envoy Steve Witkoff and Jared Kushner have arrived in Moscow carrying a proposal from President Donald Trump aimed at ending Russia’s war in Ukraine, reviving Washington’s diplomatic push after months of stalled negotiations, as reported by Bloomberg. The two envoys are expected to meet Russian presidential representative Kirill Dmitriev before travelling to Kyiv on Sunday for talks with Ukrainian President Volodymyr Zelenskyy. Trump said the delegation was taking a proposal “to end the war”, although he has not disclosed its specific terms.
The renewed effort comes as fighting continues to intensify, with Russia and Ukraine maintaining heavy drone and missile strikes despite diplomatic contacts. Moscow has previously insisted that any settlement address its territorial demands and Ukraine’s future relationship with NATO, while Kyiv continues to seek a negotiated end that protects its sovereignty and security. Zelenskyy has said Ukraine will refrain from airstrikes during the envoys’ visit and has called on Russia to take reciprocal steps.
The Moscow mission follows earlier US attempts to restart negotiations, including previous visits by Witkoff and Kushner and a recent Moscow trip by CIA Director John Ratcliffe, who reportedly explored the possibility of a summit involving Trump, Putin and Zelenskyy. While the latest initiative signals renewed high level engagement, expectations remain cautious, with sources close to the Kremlin reportedly expressing little confidence that the visit will produce an immediate breakthrough.
For Washington, the stakes extend beyond securing a ceasefire to demonstrating that direct diplomacy can produce movement in a conflict that has entered its fifth year. The success of the latest mission will depend heavily on whether Moscow and Kyiv view the American proposal as a workable basis for negotiations, particularly on the unresolved questions of territory, security guarantees and the terms of any lasting settlement.
