Nigeria to Host Inaugural International Civil Service Conference, Aiming to Drive Public Sector Innovation

Nigeria is set to host the maiden edition of the International Civil Service Conference from June 25 to 27, 2025, in Abuja, in what is expected to be a landmark gathering of global civil service leaders and policymakers. 

The event will be held as part of activities marking the 2025 Nigerian Civil Service Week and is poised to position Nigeria as a hub for public sector transformation and global collaboration.

Themed “Rejuvenate, Innovate & Accelerate!”, the conference aims to provide a strategic platform for the exchange of ideas, best practices, and policy solutions to reinvigorate the civil service and align it with contemporary governance demands. 

Participants will include high-level civil servants, technocrats, policymakers, and experts from leading public administration systems across the globe, including the United Kingdom and Singapore.

The official opening ceremony will be conducted by President Bola Ahmed Tinubu, underscoring the administration’s focus on public sector reform and digital transformation. His presence signals a strong political commitment to strengthening institutional capacity and improving service delivery across all levels of government.

A 25-member Local Organizing Committee (LOC) has been inaugurated to oversee the planning and execution of the event. Chaired by Mrs. Deborah O. N. Odoh, Permanent Secretary of Service Policies in the Office of the Head of the Civil Service of the Federation, the committee is charged with engaging national and international stakeholders, ensuring logistical coordination, and deploying an effective communications strategy to promote participation and visibility.

The International Civil Service Conference is not just another event,” said Mrs. Odoh. “It is a movement toward a smarter, more responsive, and globally integrated public service. We want to position Nigeria at the center of Africa’s governance transformation.”

From a business perspective, the conference opens opportunities for public-private partnerships, innovation in e-governance, and talent development. Technology providers, management consultants, and development organizations are expected to play a role in shaping the discussions and outcomes of the three-day summit.

Analysts say the conference could have a ripple effect on investment confidence, particularly in sectors tied to governance, regulatory reforms, and digital infrastructure. As Nigeria continues to work on improving its Ease of Doing Business rankings and public sector efficiency, this initiative signals broader intentions to create a more agile and citizen-centered governance ecosystem.

With over 1,000 delegates expected and breakout sessions targeting key reforms in human resources, digital transformation, ethics, and accountability, the event represents a significant step in Nigeria’s effort to modernize its bureaucracy and showcase leadership in civil service innovation across the continent.
