Nigerian Billionaire Aliko Dangote Plans Undersea Fuel Pipeline from Nigeria to Ghana

Nigerian industrialist Aliko Dangote is planning an undersea petroleum products pipeline that would connect his $20 billion Dangote Petroleum Refinery in Lekki, Lagos, to Ghana, extending the group’s ambition to build an integrated fuel distribution network across Africa. According to a report by Billionaires.Africa published on November 4, 2026, the proposed route would run from the refinery to Apapa Port before crossing the Atlantic coastline through Seme in the Benin Republic to Lomé, Togo, and onward to either Takoradi or Tema in Ghana. The plan, attributed to people familiar with the group’s strategy, is expected to enter construction in 2028, following progress on other petroleum infrastructure projects in East and Southern Africa. The proposed route would broadly follow the corridor of the existing West African Gas Pipeline, which transports natural gas from Nigeria to Benin, Togo and Ghana.

The pipeline is expected to transport petrol and other refined petroleum products directly from the Lagos refinery to markets along the West African coast. It would also allow Dangote’s group to supply Togo directly and challenge Lomé’s established position as a regional petroleum trading and storage hub, where fuel imported by Nigerian marketers is also traded. However, the project remains at the planning stage, with its proposed length, transportation capacity, engineering specifications and overall investment cost yet to be disclosed. Africa Oil+Gas Report independently reported the proposed route and the 2028 construction target, adding further detail to the group’s developing regional distribution strategy. If implemented, the infrastructure could reduce reliance on road-based fuel transportation and provide a more direct supply channel for petroleum products from Nigeria’s refining industry to neighbouring markets.

The proposed Nigeria-Ghana corridor forms part of Dangote’s wider ambition to move beyond refining into the infrastructure that determines how petroleum products reach African consumers and businesses. The group is pursuing several distribution projects, including a $660 million pipeline linking Djibouti and Ethiopia, a proposed 2,650-kilometre fuel pipeline network across Namibia, Botswana and South Africa, and investments in Kenya’s petroleum transportation infrastructure. These initiatives are aligned with a broader investment programme of approximately $50 billion between 2026 and 2030 across the group’s businesses. For West Africa, the proposed undersea pipeline could reshape regional fuel distribution by connecting one of the continent’s largest refining facilities directly to multiple coastal markets. Its eventual impact, however, will depend on financing, regulatory approvals, technical feasibility and agreements with the countries along the proposed route.
