U.S. President Donald Trump is moving to recalibrate Washington’s approach to Africa with the expected confirmation of a new top diplomat for the continent, signaling a shift in U.S.–Africa engagement.
According to Reuters, Frank Garcia is set to become Assistant Secretary of State for African Affairs, a role that has remained vacant for an extended period. U.S. Senate aides indicate a vote on his confirmation is expected shortly after the legislative recess.
The appointment comes at a time of uncertainty in U.S.–Africa relations, marked by reduced development engagement following the shutdown of key aid structures and evolving trade dynamics under Trump’s “America First” policy direction.
Analysts say the nomination reflects a broader effort to centralise and redefine U.S. Africa policy, with a stronger emphasis on trade, strategic resources, and security cooperation, even as traditional diplomacy and development frameworks continue to shift under the current administration.
