Tanzania Weighs Eurobond to Meet $1 Billion External Borrowing Target

Tanzania is considering issuing its first Eurobond as part of plans to raise approximately $1 billion in external financing for the 2026/27 fiscal year, signalling a potential entry into international capital markets. According to MarketScreener and Investing.com, Finance Minister Khamis Mussa Omar said a Eurobond remains “an option on the table,” with any issuance dependent on global market conditions. Speaking during an investor briefing in London, Omar said the government intends to diversify its funding sources while maintaining prudent debt management.

The government plans to combine concessional loans, domestic borrowing, and capital market instruments to meet its financing needs. As part of that strategy, Tanzania is launching its first offshore Tanzanian shilling-denominated bond on the London Stock Exchange in partnership with the International Finance Corporation (IFC), the private-sector arm of the World Bank Group. Government advisers indicated that any Eurobond issuance would likely be capped at $500 million, representing about half of the country’s total external borrowing requirement for the fiscal year.

Tanzania’s consideration of a Eurobond comes as the country continues to post solid macroeconomic performance while financing large-scale infrastructure and development projects. The International Monetary Fund (IMF) recently commended Tanzania’s strong economic growth, low inflation, and continued implementation of reforms under its Extended Credit Facility and Resilience and Sustainability Facility programmes. Officials believe access to international debt markets would complement existing financing sources and support investment in transport, energy, education, and other priority sectors.

For investors, a successful Eurobond would represent a significant milestone in Tanzania’s financial market development and broaden the country’s access to global capital. Analysts say the move could strengthen investor confidence, diversify government funding options, and reinforce Tanzania’s position as one of East Africa’s fastest-growing economies, provided market conditions remain favourable and borrowing costs stay competitive.
