Russia Offers ECOWAS Security Pact as Moscow Moves to Bridge West Africa’s Sahel Divide

Russia plans to sign a security cooperation agreement with the Economic Community of West African States (ECOWAS) while offering to help repair relations between the bloc and the military led governments of Mali, Burkina Faso and Niger, according to Business Insider Africa. Moscow’s proposal comes as Russia expands its security role in West Africa through weapons supplies, military training and its Africa Corps.

The initiative is significant because Mali, Burkina Faso and Niger withdrew from ECOWAS and established the Alliance of Sahel States, creating a major political and security divide within West Africa. The three countries have increasingly turned to Russia for military support after distancing themselves from traditional Western security partners. At the same time, ECOWAS has continued efforts to rebuild dialogue with the Sahel bloc, with the United Nations reporting renewed regional efforts to bridge the divide.

For Russia, closer engagement with ECOWAS would extend its influence beyond the three Sahel states and give Moscow a broader role in West Africa’s security architecture. A formal agreement could potentially cover areas such as counterterrorism, intelligence cooperation, military training and broader regional security coordination, although the precise terms of the proposed pact have yet to be disclosed.

The proposal also comes as insecurity continues to spread across the Sahel and towards coastal West African states. A successful Russian mediation effort could give ECOWAS and the Sahel countries another channel for security dialogue, but it also places Moscow at the centre of a delicate regional political landscape where competing governments and external partners are seeking greater influence.
