Nigeria Approves Framework to Unlock $50 Billion Deepwater Oil Investment

Nigeria has approved a new regulatory and fiscal framework for deepwater oil and gas projects as President Bola Tinubu’s administration seeks to attract up to $50 billion in investment into offshore developments. According to Reuters, the framework is designed to create a more predictable investment environment and revive projects that have faced delays because of regulatory uncertainty and commercial challenges. The initiative is expected to support the development of major offshore assets and strengthen Nigeria’s position as a destination for upstream capital.

The framework replaces a project by project approach with clearer investment terms intended to improve certainty for international oil companies and other investors. Nigeria’s upstream regulator, the Nigerian Upstream Petroleum Regulatory Commission (NUPRC), has identified 22 major offshore projects that could attract between $30 billion and $50 billion in investment through 2030, according to industry reports.

The move is significant for Nigeria’s economy because deepwater projects require substantial upfront capital but can generate long term production, government revenues, foreign exchange and employment. For energy companies and investors, greater fiscal and regulatory predictability could improve project economics and accelerate final investment decisions, while higher offshore production would help Nigeria address declining output and strengthen its role in global energy markets.

Looking ahead, implementation will be critical to converting the framework into actual investment and production. The success of the policy will depend on how quickly approvals are processed, whether projects reach final investment decisions and whether operators can execute developments on schedule. If the targeted investments materialise, the programme could represent one of Nigeria’s largest efforts in years to revitalise its upstream petroleum industry.
