Lionel Talon Advancing Culture and Youth Engagement in Benin

Lionel Talon has steadily built a reputation as a cultural entrepreneur committed to strengthening creative expression and youth engagement in Benin. Known for his work across arts, entertainment, and community development, he represents a generation of leaders using culture as a tool for social connection and national identity.

Born and raised in Cotonou, Benin’s economic capital, Lionel Talon grew up with close exposure to public life while choosing a professional path rooted in cultural development rather than politics. He completed his secondary education at Lycée Français Montaigne in Cotonou before pursuing further studies in the United States and the United Kingdom. This international exposure helped shape his global outlook and informed his approach to building platforms that resonate locally while meeting international standards.

Upon returning to Benin in 2017, Talon focused his efforts on creating sustainable spaces for artistic expression and community engagement. Central to this work is the EYA Community Centre in Cotonou, a multidisciplinary cultural and sports hub designed to support creative performances, youth programs, and recreational activities. The centre has become a gathering point for young people, artists, and community members, reinforcing the role of culture as a unifying force.

Talon is also widely recognised as the promoter of the WeLovEya Festival, a contemporary music and cultural event held in Cotonou. The festival has grown into a visible platform for showcasing Beninese talent while fostering collaboration with artists from across Africa. Through this initiative, he has contributed to expanding the visibility of Benin’s modern creative scene and encouraging youth participation in the arts.

In recognition of his growing influence within the cultural sector, Lionel Talon was appointed in 2023 as a member of the Artistic Council of the Agence de Développement des Arts et de la Culture, a national body responsible for supporting and promoting artistic and cultural development in Benin. His appointment reflects confidence in his understanding of the creative ecosystem and his commitment to advancing cultural policy and practice.

Despite his proximity to political leadership, Talon has consistently stated that his focus remains on culture, youth development, and community building. He has publicly expressed no intention to pursue a political career, choosing instead to invest his energy in initiatives that empower young people and strengthen Benin’s cultural infrastructure.

Through his work, Lionel Talon continues to demonstrate how culture can serve as both an economic driver and a social catalyst. His contributions reflect a long term vision for nurturing talent, expanding access to creative spaces, and positioning Benin as a vibrant center of contemporary African culture.
