FIFA Targets $4.2 Billion Through Minority Stake Sale in World Cup Commercial Business

FIFA plans to raise up to $4.2 billion by selling minority, non controlling stakes in a newly created commercial subsidiary that will manage the business operations of the FIFA World Cup and its other major tournaments. According to Reuters, the new entity, FIFA Forward Enterprise (FFE), has been assigned an initial valuation of about $20 billion and will oversee commercial activities including broadcasting, sponsorship, ticketing and licensing, while FIFA retains full ownership and control of football governance, competitions and regulatory decisions.

The governing body said the capital will be raised by carefully selecting long term investors to acquire up to a 20% stake in the subsidiary. FIFA added that proceeds would be used to expand football development funding, with every one of its 211 member associations eligible for significantly higher financial support through an enhanced FIFA Forward Programme. FIFA President Gianni Infantino described the initiative as a way to unlock greater investment for the global game while preserving FIFA’s authority over sporting matters. However, UEFA criticised the proposal, arguing that it lacked transparency and warning that football’s governance should not be commercialised.

The proposal represents one of the most significant financial restructurings in FIFA’s history and reflects the growing commercial value of global sporting events. For investors and the sports business industry, the creation of FIFA Forward Enterprise could open access to one of the world’s most valuable sports properties while providing FIFA with substantial new capital to expand infrastructure, grassroots development and competitions worldwide. The move also signals increasing interest from private capital in premium sports assets with long term revenue potential.

Looking ahead, the proposal will require approval from FIFA’s member associations before the stake sale proceeds. If endorsed, the transaction could reshape the commercial structure of international football, creating a new model for financing global sporting events while balancing investor participation with FIFA’s continued control over the governance and organisation of the game.
