South Africa Targets 2027 Launch for National Cash Utility to Cut Banking Costs

The South African Reserve Bank (SARB) is advancing plans to establish a national cash utility in 2027 as part of a sweeping reform of the country’s cash management infrastructure, aimed at reducing operating costs and improving access to physical money. The initiative forms part of the central bank’s Cash Smart Strategy, which seeks to consolidate cash processing, storage, transportation and distribution under a more coordinated system. According to News24 and Bloomberg, the cost of producing, storing, transporting, securing and distributing cash in South Africa reached approximately R90 billion in 2024, highlighting the financial burden associated with maintaining a fragmented cash network. Despite the growth of digital payments, cash remains essential for many households, informal businesses and communities with limited access to banking services, making the efficiency of the physical currency system an important economic and financial inclusion issue.

The proposed utility is expected to bring together elements of the existing cash infrastructure, including cash centres and automated teller machines, while creating opportunities for banks, retailers and other industry participants to share facilities and services. Under the strategy, the SARB also plans to expand white-label ATMs, allowing customers of different banks to use a shared network rather than relying exclusively on their own bank’s machines. The central bank’s official Cash Smart Strategy identifies infrastructure consolidation, lower cash-handling costs and improved access in underserved areas as key priorities. News24 reported that the utility could be jointly owned by participating institutions, although its final ownership structure and operational arrangements remain subject to further engagement. The reform could also reshape the economics of ATM ownership and cash logistics, requiring cooperation among banks, retailers and cash-in-transit companies that currently operate separate networks.

For South Africa’s financial services sector, the initiative represents an attempt to preserve reliable access to cash while reducing the duplication and expense associated with managing physical currency. The SARB’s strategy emphasises affordability, accessibility and secure cash handling, particularly for rural communities and lower-income consumers who may have fewer alternatives to cash-based transactions. According to the central bank’s published framework, implementation will take place in phases, with industry standards, operating arrangements and regulatory requirements needing to be established before the transition is completed. If successfully implemented, the utility could help redirect ATM infrastructure towards underserved locations and improve coordination across the cash supply chain. However, its impact will depend on the final structure, participation by financial institutions, regulatory clarity and the ability to maintain uninterrupted cash access during the transition.
