IMF Chief Georgieva Backs Senegal Debt Deal Under Revised G20 Framework

International Monetary Fund Managing Director Kristalina Georgieva has expressed optimism that Senegal can reach an agreement with its creditors to restructure its debt under an improved G20 framework, describing the West African country as a critical test of reforms designed to accelerate sovereign debt negotiations. Speaking on October 14 at the IMF and World Bank annual meetings in Bangkok, Thailand, Georgieva said the Fund would support Senegal through a staff-negotiated programme worth $2.2 billion, while discussions over debt treatment continue between the government and its creditors. According to Reuters, she said consultations with key creditors suggested a shared understanding of the importance of demonstrating that the revised framework can deliver faster and more effective outcomes. The negotiations are being closely watched by other developing economies facing mounting debt pressures and limited fiscal room for investment.

Senegal’s debt challenges intensified in 2024 after an audit revealed that the country’s previously reported public debt and fiscal deficits had been significantly understated. The liabilities were subsequently estimated by analysts at around $13 billion, prompting the government to pursue a new IMF-supported programme and seek debt treatment under the G20 Common Framework. CNBC Africa reported that Senegal is targeting an agreement in principle with official creditors and private bondholders by December 2026. A group of international bondholders holding approximately $2.2 billion of the country’s $5.2 billion in outstanding sovereign bonds has appointed Alvarez & Marsal as its financial adviser. However, negotiations could prove difficult, as creditors have reportedly warned that demands for reductions in principal repayments, commonly known as haircuts, could complicate and delay a settlement. The government is also seeking contributions from creditors linked to certain financial instruments classified by the IMF as external debt.

The outcome will test whether reforms to the G20 Common Framework can improve coordination between governments, multilateral institutions, bilateral lenders and private creditors. Earlier restructurings involving Ghana and Zambia faced lengthy negotiations, highlighting concerns about delays that can prolong economic uncertainty and restrict public spending. The Global Sovereign Debt Roundtable, co-chaired by the IMF, World Bank and G20 representatives, has developed a restructuring playbook intended to clarify procedures and improve communication among stakeholders. For Senegal, a timely agreement could help restore debt sustainability, support renewed access to financing and create more room for economic priorities. For Africa more broadly, the negotiations could offer an important indication of whether the international debt architecture can respond more efficiently when countries face unsustainable obligations without imposing unnecessarily prolonged economic costs.
