Volkswagen Strikes Deal to Turn Osnabrück Factory Into Defence Production Hub

Volkswagen has reached an agreement that will transform its Osnabrück factory in Germany from an automotive production site into a defence manufacturing hub involving Israeli defence company Rafael Advanced Defence Systems. The arrangement is expected to enable production of components for Israel’s Iron Dome air defence system at the facility, marking a significant shift for a plant whose automotive operations are scheduled to wind down. Reuters previously reported that Rafael had signed a letter of intent with Volkswagen to acquire the site, while more recent reports indicate that Rafael, the German state of Lower Saxony and investment firm Aurelius Capital are moving forward with the acquisition structure.

The agreement comes as Volkswagen undertakes its most extensive restructuring in decades amid excess European production capacity, declining competitiveness in China and pressure to reduce costs. The Osnabrück plant, which employs roughly 2,300 people, has faced an uncertain future as production of the T Roc Cabriolet is due to end. The proposed defence conversion offers a potential industrial lifeline for the site and could preserve a substantial share of its workforce while bringing a new sector into one of Germany’s traditional automotive manufacturing centres.

For Rafael, establishing production in Germany would expand its industrial footprint in Europe and create a manufacturing base for components supporting the Iron Dome system. The arrangement also reflects Germany’s broader push to strengthen defence production capacity as security concerns across Europe reshape industrial policy. Lower Saxony has been involved in efforts to structure the transaction after concerns from Qatar, a major Volkswagen shareholder, complicated earlier plans for a direct arrangement between Volkswagen and Rafael.

The deal illustrates how Europe’s industrial landscape is being reshaped as traditional manufacturing facilities increasingly become candidates for defence, technology and other strategic production. For Volkswagen, the Osnabrück transition could provide a model for repurposing underused industrial assets while protecting jobs. For Germany and Rafael, it represents a new link between automotive manufacturing expertise and defence production at a time when governments are seeking to expand domestic capabilities across the security supply chain.
