Tinubu Targets Profitable Refinery Revival Through Nigeria’s Structural Reset

President Bola Ahmed Tinubu has pledged to revive Nigeria’s government owned refineries through a comprehensive structural and economic overhaul, signalling a renewed push to make the facilities commercially viable rather than simply return them to operation. Speaking in Abuja after receiving the leadership of the Nigerian Union of Petroleum and Natural Gas Workers (NUPENG), Tinubu said detailed research, restructuring and stronger leadership would be used to address the facilities’ structural, operational, financial and managerial challenges, ChannelsTv reported.

The President said the Port Harcourt, Warri and Kaduna refineries would undergo a “firm reset and structural reworking of the economics” to ensure they deliver sustainable value and profit. The government has previously invested heavily in rehabilitation efforts, including work on the Port Harcourt and Warri facilities, but operational reliability has remained a major challenge. Tinubu’s latest position shifts the emphasis from physical rehabilitation alone towards addressing the underlying economics and management of the assets.

The planned reset is economically significant because reliable domestic refining could reduce Nigeria’s exposure to imported petroleum products, strengthen energy security and improve the utilisation of locally produced crude. It also comes as the government considers reforms to improve crude supply to domestic refiners, including direct producer to refinery arrangements and potential discounts on crude lifted directly from production sites. The Nigerian Upstream Regulatory Commission said compliance with domestic crude supply obligations has risen above 90%, although pricing and crude quality issues remain unresolved.

For Nigeria’s downstream industry, the next test will be whether the proposed structural reforms can translate into sustained refinery operations and commercially competitive production. Success would complement the expanding private refining sector, particularly the 650,000 barrel per day Dangote Refinery, while strengthening Nigeria’s ambition to become a major regional refining and petroleum products supply hub.
