Ghana Advances Toward Energy Independence with Cape Three Points Oil and Gas Discovery

The Government of Ghana has taken a significant step toward energy independence with the official declaration of commercial oil and gas reserves in Cape Three Points Block 4. The announcement, made by the Ministry of Energy and Green Transition, follows the successful appraisal of two offshore wells, Eban-1X (oil) and Akoma-1X (gas and condensate) in the country’s Western Region.

Speaking on the significance of the discovery, Hon. John Abdulai Jinapor, Minister for Energy and Green Transition, highlighted the central role of domestic gas production in strengthening national energy security:

Gas is not merely a bridge fuel; it is a cornerstone of Ghana’s energy security and a driver of our economy. We must invest in infrastructure and improve delivery through the expansion of pipelines,” Jinapor stated during a visit to Ghana Gas Company on July 16, 2025.

The project is being spearheaded by a consortium comprising Eni Ghana Exploration and Production Ltd., Vitol Upstream Ghana Ltd., Woodfields Energy Resources Ltd., and the Ghana National Petroleum Corporation (GNPC). Together, these partners will oversee the extraction, processing, and integration of the reserves into Ghana’s energy infrastructure.

According to the Ministry, the newly declared commercial reserves are expected to supply much-needed natural gas to Ghana’s power plants, over 60% of which rely on gas for electricity generation. This development is a cornerstone of Ghana’s Energy Transition Framework, which aims to increase domestic fuel production, lower emissions, and boost foreign exchange through energy exports.

The Ghana Petroleum Commission and GNPC will coordinate regulatory oversight during the development phase. A formal Plan of Development (PoD) is expected soon, outlining timelines for first oil and gas, infrastructure deployment, pipeline integration, and downstream processing.

In addition to energy security, the Cape Three Points project is poised to deliver broad economic benefits. The Ministry of Finance projects the creation of thousands of direct and indirect jobs in logistics, fabrication, and marine services. The consortium has also committed to local content development, including training programs for Ghanaian engineers, technicians, and service providers.

Energy sector analysts have praised the discovery as a testament to Ghana’s robust regulatory framework and its attractiveness to long-term investors. The addition of Cape Three Points further elevates Ghana’s standing in West Africa’s oil and gas landscape, alongside regional peers like Nigeria, Senegal, and Côte d’Ivoire.

As Ghana advances toward energy self-reliance, officials reiterated their commitment to balancing resource development with sustainability and inclusive growth.
